1st ON PAWS - INTRODUCTION

PAWS, sponsored by Senator Rick Santorum in 2005, is purported to replace the well intended Animal Welfare Act (AWA) of 1966 which primarily protected laboratory animals.

PAWS (SB1139) is Santorum's 3rd attempt to replace Animal Welfare with Animal Rights (ii Animal Rights, instant information)

The cleverly named Pet Animal Welfare Statute - PAWS, wreaks havoc on animal law and actually invades the homes (and privacy) of hobby breeders! PAWS doesn't just nibble away at personal freedom, it takes a huge bite out of the Constitution!

Under USDA authority, The Animal Welfare Act is the current Federal law that regulates the treatment of animals in research, exhibition, transport, and by dealers. All other laws, policies, and guidelines refer to the Animal Welfare Act as the minimum acceptable standard.

Lobbying for more funding, in 2000, the USDA admitted it did not have enough inspectors and personnel to administer or enforce the AWA.  Puppy mill horror stories were beginning to surface on network news.  A "perfect storm" for the Animal Rights crowd.  In 2005, Senator Rick Santorum (R-PA) and Dick Durbin (D-IL) introduced PAWS (Pet Animal Welfare Statute) with the support of the American Kennel Club! ^{See below}

PAWS would virtually insure the public only has access to pet shop puppies and kittens, mass produced by commercial breeders.

PAWS is the most serious threat to ever confront hobby breeders.
