I am opposed to PAWS!!!!  I have four four legged kids in my home. … Don't get me wrong I do show, handle, and breed my Shar-Pei but have spent many hours going thru blood lines to make sure that I am breeding for the right reasons.  If the government is so eager to spend money on pets then give it to the animal shelters that are already in place. A lot of them need better facilities and equipment.  I am a vet tech …. it sickens me when they bring in a dog that should not have been bred and now they are having major problems and don't have the slightest idea of what to do. …. But there are more productive ways of stopping the uninformed and the flat out stupid people that are in it for the money and don't care about the animals. Kay Harney

NO-PAWS!  … not in the best interest of responsible hobby breeders who make breeding and showing quality animals their life's work.  If you eliminate or severely restrict (those) who have the health and welfare of their breeds in the forefront, there will be nowhere to turn to get a quality animal in the future.  The large commercial kennels and puppy mills are only interested in the almighty dollar and are not concerned with breed standards, health, temperament, etc.   (they) should either be shut down or more tightly controlled with the laws we already have on the books but are not currently enforcing.  – LeAnne

No one really knows enough about the PAWS legislation to vote "yes" on this issue.  I know AKC is putting the most positive spin on this possible, but do I trust this Board?  Not! There must be alternative solutions to consider without resorting to a numbers concept to identify who should hold a USDA license and be subject to Animal Welfare laws.  Denise Brusseau-Ortman

….. will kill the larger hobby breeder now and is the forerunner to killing all hobby breeding.  It will also destroy rescues that rely on foster homes and donations to help cover their expenses.  People (with) larger litters will be only able to have 2-3 litters before they fall under the jurisdiction of this bill.  The people … that produce small litters (2-3 pups/litter) will have the same problem once they have had 6 litters (18 pups) in a single year.  Even some AKC board members are opposed to this bill so apparently Mr. Holt isn't as convincing that his assessment is correct as he thinks.  I think Mr. Holt, the AKC and Senator Santorum should reconsider.  Pat Herschman

As a small time Breeder that has dogs involved in Search and Rescue, Guide Dogs For The Blind,  Avalanche dogs, wonderful pet companion dogs and TOP show dogs I am very opposed to PAWS as it will put people like me out of a wonderful Hobby/Business and not harm the huge ugly puppy mills at all......  Frank & Carolyn  Martello

Thank you for the links to the complete proposed amendment, as written, to allow those who can suffer through the legal-speak to decipher the real intent rather than relying on someone else's interpretation. I am not a lawyer … but I do have a fairly well-developed sense of logic and common sense. What strikes me most clearly (is) the use of what can only be intentionally obscure language.  I have always worked with the age-old reasoning: "if you can't give me a straight answer, you must be hiding something". These guys are definitely hiding something.  There is something even more disturbing about this proposed amendment: there is just enough "good stuff" in there to make it sound like it will be doing so much good. As with any carefully devised scam, at the heart of it is a sound, reasonable, and desperately needed product to be sold.  At first appearance, (with the helpful interpretation of the Senator, etc) this amendment will do all of that and more. But if allowed to pass as worded, this amendment will do far more harm than good.  I would love to find the cure-all which would regulate puppy-mills and irresponsible back-yard breeders, end cruelty, abuse and neglect, and still allow honest people to make a living offering healthy, sound, happy pets, whether with one litter or ten, in home or kennel. If I find that cure-all, I will get back to you. Until then, no cure is better than poisonous snake oil.  Mark me AGAINST. - C Andrews

I am a small breeder - raise pups in my home. I pray this does not go through for I am one of the ones that will be out of business and the large puppy mills will survive. I made the mistake of sending some info on Paws to a large puppy mill. The owner let me know this would not hurt him he made to much money he could afford to fight (it) - I thought he was the kind this amendment was supposed to get rid of. He said as soon as you’re put out of business and thousands like you that will leave those customers to me.  Sad!!! Thank you, Susan

 It is unfortunate that those who think PAWS is a "good" thing are those who cannot fully "understand" the "double-speak" with which this bill has been written.  The fact of the matter is that the very people who think this bill is good, are those that will be hurt the most if this bill passes.  Those who LOVE their pets and want their next pet raised in loving homes.  If this bill passes …  the future of the "pet" population is going to be held in the hands of those who mass produce them for profit, instead of the love of a breed or breeds.  I highly OPPOSE this bill, for the sake of all future pets and those who have a deep love for dogs and breeding the best they can.

I am actively working against it, and know that all animal owners studying this Bill...of any species..understand that the federalizing of breeding..in any ratio..cannot be condoned or tolerated. The Bill must be KILLED...no amendments could possibly make it a positive measure for animal ownership in the United States. And very upset that the PWCCA has yet to take a public stand on this issue. At least the moderators of showpem- have not censored PAWS discussions, unlike the moderator of showcardi-l who will only let Steve Gladstone (who supports PAWS) post the pro-PAWS AKC propaganda to the list. To the credit of the majority of the list members, I don't think they are buying it. I can think of at least three of the top Cardigan breeders in the country who will have their breeding programs potentially gutted if PAWS passes. Paws will not do anything to alter the number of animals that are bred each year by well meaning, but uninformed owners.  By far, education programs at all levels would accomplish the reduction you see in unwanted pets.  I enjoy being a VERY small breeder of pure bred dogs.  I could not comply with the regulations that have been put forth.  No Name

I am totally against the Paws act.   I can not believe AKC is supporting bill.  The USDA was for farm and livestock regulation, their guidelines are not for the welfare of companion animals.  I hope this bill is voted out, it is very dangerous.  We need to stop it! - Linda Fields

I have had a kennel at this address for 53 years.  Three times the AKC has checked us over and found no faults.  The local Animal Control visits now and again and says how pleased she is with our gang.  I breed shelties, two litters a year.  I breed Parson Russell terriers as well.  We breed them to show and the quality of our dogs is well known through out.  I co-own with a dear friend… she shows … and I take care of her pups etc. while she is away.  This arrangement will be gone.  I have 5 Parson stud dogs.  Outside stud service for me will be gone.  I plan about 5 Parson litters a year to continue and improve our correct line.   One does not get a top quality pup every try. Sometimes we need to try and try again.  We place most mothers in a pet home after they give us a quality pup with whom to continue our line. But I keep my favorites to a ripe old age, both dogs and bitches.  No longer will I be able to do this.  In the winter my dogs sleep in the "dog Room".  I understand this is not allowed. I get no complaints.  I take back any … of mine that needs a new home …  a divorce or illness is the cause.  I can not afford to build a whole new kennel.  The one I have works very well.  But, starting next week we will try and bring the building attached to our home somewhat up to their standard. My dogs are my life. Maybe next year the Parson Russell Terriers will have one less breeder.   Ruth Merrill
