LEGAL DEFINITION OF A PUPPY MILL
"A 'puppy mill' is a dog
breeding operation in which the health of the dogs is
disregarded in order to maintain a low overhead and maximize
profits" Avenson v. Zegart, 577 F. Supp. 958,960 (D. Minn.
1984). Sometimes the court does hit the nail on the head.
Paragraph 36 of an Arizona Complaint: "Petland further misleads
consumers by exploiting the low standards of many breed
registration companies. Petland deceives consumers into
believing that a pet's registration or ability to be registered
at one of these many registry companies reflects the quality of
the puppy while further concealing its puppy mill origins. In
reality, the registration of a puppy purchased at Petland
provides no indication that the puppy is of better quality than
a non-registered dog, is capable of being shown or is healthy and
free from congenital or hereditary defects."
